First Junior Bicycle Mayor of Guwahati


Malav Dutta was born  on 11th April 2005 in Guwahati. He is the younger of two sons of  Mr. Anup Dutta and Ms. Anmika Barua. He is studying in standard VIII in Capital Metropolitan English High School.

He learnt cycling when he was 11 years old and started taking part in different cycling rallies and rides since 2017. He developed an interest in Mountain Biking in 2018 and started training for Cross Country and Downhill races.  He took part in many MTB races in different parts of the country and won two bronze medals in the 16th MTB National Championships in January 2020.


He says that his parents have been very supportive and have always encouraged him to follow his passion for cycling. he has been guided and supported immensely by Spokehub Racing in developing his skills as a MTB racer.

Malav's goals as Junior Bicycle Mayor of Guwahati

As the Junior Bicycle Mayor of Guwahati he will encourage the youths to take up cycling as a sport. He says sports builds discipline as well as focus in life and makes one healthy. Malav believes that in Guwahati there are not many people of his age group who cycle regularly as their parents do not allow them to. But parents allow their children to participate in cycling events and races. He hopes that seeing his cycling achievements many parents will encourage their children to take up cycling also.

He believes that with more young cyclists on the streets cycling regularly the government will realise the importance of providing cycling lanes for our safety.

He will promote cycling among the student community by speaking, writing and sharing, information about the benefits of cycling through all mediums. He will perform these roles in consultation, guidance and advise of the Bicycle Mayor of Guwahati and other members of Pedal for a Change.

Why Malav loves to cycle?

Malav says "I like cycling because it helps me to remain fit and disciplined. I don’t need to spend money for travelling within the city for my tuitions, meeting friends and for my training. Besides that cycling helps the city to be pollution free and does not cause any traffic congestion."

  • The Junior Bicycle Mayor program is designed to encourage youngsters to take up cycling and prepare them for future leadership roles as cycling advocates.

  • The Junior Bicycle Mayor will be the voice for making the city safer for children.

  • The Junior Bicycle Mayor will be guided and supported by the Bicycle Mayor of Guwahati to promote cycling.


A point system was prepare based on which each applicant earned points. The candidate earning the highest points was selected as the Junior Bicycle Mayor


Q. Who can become a Junior Bicycle mayor?

A. Any Indian Boy or Girl between the ages 12 to 17 and studying between classes 6th to 11th in any school from Guwahati can apply.

Q. What kind of a position is this?

​The Junior Bicycle Mayor are non-political and honorary positions. Holding the position will earn you respect and develop your leadership, organisational and public speaking skills. It is a position given to honour you for your abilities to perform the mentioned activities above.

Q. What is the tenure of the position?

A. Once selected the person will stay in the position for one year. If he/she wish to step down before your term ends then he/she can do so with prior information. The person can apply for the position next year if he/she is in the mentioned age bracket.

Q. Is there any registration or application fees?

A. No, there is no registration fees.

Q. Does the Junior Bicycle Mayor get any money or salary for doing his/her work?

A. No, the Junior Bicycle Mayor is not paid any money for taking up the activities or travelling as  Junior Bicycle Mayor.

Q. Does one's regular school education get affected?

A. Any kind of physical activity helps keep our brains alert. Cycling helps improve blood circulation and the stamina. So cycling may actually help one gain more knowledge

Q. Does any candidate need to take permission from anyone to apply?

A. Yes, any interested candidate should inform and consult his/ her parents and School Principal before applying. This is required so that later on no one faces any objection while carrying their activities.

Q. How will one student be selected if many students from my school apply?

A. If many students from a school applies then the student with the highest points will be selected as the Junior Bicycle Mayor.

Q. Will a school get any recognition if many students apply?

A. Yes, whichever school has the maximum number of applicants we will award a special certificate of recognition.

Q. When will the selection process for next Junior Bicycle Mayor start?

A. The process will start again by January 2021.


The Junior Bicycle Mayor program is being initiated in Guwahati by the Bicycle Mayor of Guwahati – Mr. Arshel Akhter.
